No, I believ that it is a powder compact. If you look exactly at the open one, you can recognize that it has a small hole in the center. That serves, so I believe, that one can puncture with a needle (from down) in order to replace the powder.

I have such one. Mine has a mirror on the other side. In my showcase, there it is located with the suitable solids, one cannot not recognize that it is not a solid. It fits very well.

Ann and Ken have it also in a photo. Perhaps they know more about it.
